Garry is a sixth generation Floridian, growing up in rural Hillsborough County. He recently joined Colling Gilbert Wright & Carter after spending several years operating his own solo practice law firm where he focused on civil trial law.

Mr. Rhoden has handled claims involving nursing home neglect for over 15 years, and is one of the few attorneys that has tried several such cases to verdict.

Mr. Rhoden has recovered tens of millions of dollars in claims and judgments for individual clients. He has also taken or defended hundreds of depositions, been lead counsel in over 150 hearings and mediations, and served as trial counsel in over a dozen trials and arbitrations. Mr. Rhoden also has vast experience with complex discovery, focus groups, and working with scientific, medical, and technical experts in a variety of fields, including accident reconstruction, accounting, economics, engineering, human factors, and various medical specialties, including cardiology, emergency medicine, geriatrics, internal medicine, nephrology, neurology, oncology, orthopedics, pulmonology, trauma surgery, and toxicology.


Mr. Rhoden attended Hillsborough Community College for two years, receiving an Associate of Arts Degree in General Studies in 1991. He next attended the University of South Florida for two years, receiving a Bachelor of Arts in history in 1993. He then worked for a year before attending the University of Florida College of Law in Gainesville, Florida, receiving a law degree in 1997. Mr. Rhoden received a fellowship to attend the George Washington University’s Elliott School of International Affairs, receiving a master’s degree in international affairs in 2014.

Past Career Experience

Business Experience

Mr. Rhoden has been a business owner on two occasions, first as a managing member of a family-run business, and later when he operated his own law firm. In these capacities, Mr. Rhoden had direct, hands-on responsibility and/or experience in a variety of issues that small businesses encounter, including accounting, advertising, budgeting, communications, operations, and personnel management.

Public Policy Experience

Mr. Rhoden has served as Legal and Policy Fellow for the United States House of Representatives. In that capacity, he worked on the House Committee on Foreign Affairs. His specific portfolio included working on issues concerning Africa, global health, global human rights, and international organizations for Congressman Christopher Smith (R-NJ). In this capacity, Mr. Rhoden worked on congressional oversight issues connected with the U.S. Department of State and the U.S. Agency for International Development, drafting legislation and hearing memoranda, meeting with stakeholders, and engaging in policy and strategic planning on a variety of issues, including Afghanistan, Cuba, Pakistan, Sierra Leone, food security, epidemics and pandemics, international education programs, internet freedom, non-immigrant visas, refugees, and religious freedom

Other Legal Experience

Mr. Rhoden’s other legal experience includes two appointments as a judicial extern, first for Justice Stephen H. Grimes (Ret.) of the Florida Supreme Court, and later for Judge Stephen Merryday of the United States District Court for the Middle District of Florida, assisting those judges with writing bench memorandums, orders, and opinions on a variety of civil and criminal matters.

Academic Experience

Mr. Rhoden’s academic experience includes appointments teaching at the university and law school level, formerly teaching U.S. Legal History at his alma mater, the University of South Florida in Tampa, Florida, as well as Florida Constitutional Law at the Florida Coastal School of Law in Jacksonville, Florida.

Professional Associations

Mr. Rhoden has long been an advocate of public and community service, showing his personal commitment by serving on municipal boards, first when he was appointed by the Mayor of Jacksonville, Florida to serve as a board member on the City of Jacksonville Code Enforcement Board, and later when he was appointed by the Mayor of Tampa, Florida to serve as a hearing officer for the City of Tampa Code Enforcement Board.

While in law school, Mr. Rhoden was elected by his peers on the University of Florida Journal of Law & Public Policy as the managing editor. Also while in law school, he was selected as Research Assistant to Professor Joseph Little. Mr. Rhoden most recently was appointed to serve as a member of the Legal Affairs Committee and the International Relations Committee of the American Association for Justice.
